On August 29, 2024, the Tanzanian Parliament approved the Social Security Law Amendments for 2024, which aim to address several issues faced by members and improve the process of accessing benefits.
The amendments affect three key laws: the National Social Security Fund Act (Chapter 50), the Public Service Social Security Fund Act (Chapter 371), and the Workers' Compensation Act (Chapter 263).
While presenting the bill, Ridhiwani Kikwete, Minister of State in the Prime Minister's Office for Labor, Youth, Employment, and People with Disabilities, emphasized that these changes are in response to President Samia Suluhu Hassan’s commitment to resolving challenges, particularly the delays retirees face upon leaving service.
The bill seeks to tackle problems such as delays by employers in submitting contributions, increasing collections, and addressing issues related to workers' compensation. It also aims to improve the protection of employees’ entitlements, ensure timely payments, and address unnecessary payments. Additionally, it provides measures to protect employers from penalties related to late reporting and enhances contribution management.
Fatuma Toufiq, Chair of the Parliamentary Committee on Social Welfare and Development, supported the bill and suggested that the government enhance ICT systems. This improvement would allow members to receive monthly updates on their contributions via mobile phones, thereby addressing delays in benefit payments due to untimely submission of contributions.
