Kapinga inspects the construction of a Flow Meter and new oil storage tanks at the Port of Dar Es Salaam

Deputy Minister of Energy, Judith Kapinga has inspected the progress of the construction of infrastructure for measuring oil entering and leaving the country, as well as the construction of new oil storage tanks at the port.



Kapinga conducted the visit on January 9, 2024, to follow up on directives from the Deputy Prime Minister and Minister of Energy given at the end of October 2023 when they visited the agency. During that visit, instructions were given to ensure that the construction of new oil measurement infrastructure (Flow Meter) is completed on time without affecting operational efficiency.



The Flow Meter is fully owned by the government, while the new tanks are co-owned by the government with a 50% stake through its oil storage company TIPER, and the remaining 50% by the company Orxy, with a total storage capacity of 60 million cubic liters.


After observing the progress of the construction, Kapinga stated that the infrastructure development is proceeding well and will be completed on schedule as directed.


She emphasized that the completion of the new tanks will enhance the efficiency of oil storage, allowing for greater capacity than currently available. Additionally, the installation of the Flow Meter is expected to reduce queuing of oil vessels at the port.


Following the inspection, Kapinga engaged with the Board of Directors and Management of the agency. Among other matters, she directed the agency to communicate its responsibilities to the public through various channels, including media, meetings, and seminars, ensuring timely and widespread dissemination of information to all citizens.



In response, the Chairman of the Board of the agency, Engineer Lutengano Mwakahesya, and the CEO, Erasto Simon, assured the Deputy Minister that they have received and will act on all directives.


Accompanying Kapinga on the visit were Deputy Secretary-General of the Ministry of Energy, Athumani Mbuttuka, and other senior leaders from the Ministry of Energy and the agency.
