Deputy Minister of Constitution and Legal Affairs, Jumanne Sagini, has urged government lawyers to offer timely and appropriate advice to the government and its institutions, including leaders, on how to handle and resolve disputes with citizens or investors without compromising national interests.
Sagini made these remarks while inaugurating a three-day training session for government lawyers, starting on May 20, 2024, in Arusha.
"In this area, I would like to advise you to be more 'proactive rather than reactive.' When you see signs that our leaders' actions might lead to conflicts in contract execution, do not wait for things to go wrong. You, the government lawyers, are here to preemptively offer advice to prevent situations from deteriorating. Waiting until matters escalate to judicial or arbitration bodies domestically or internationally makes the task more difficult. Early intervention could avert such negative outcomes," said Deputy Minister Sagini.
He also commended the Office of the Solicitor General for its significant achievements, including defending the government in claims and arbitration cases, which has saved substantial government funds in a short period since the office's establishment.
The Deputy Minister expressed the Ministry of Constitution and Legal Affairs' hope that the lawyers would use this training as a catalyst to continue these successes and foster a new enthusiasm for advancing these achievements for the benefit of the government, the country, and its citizens.
Solicitor General Dr. Boniphace Luhende outlined three main agendas for the training. The first agenda was the launch of the Office of the Solicitor General's logo, which will serve as an identifier in various communications. The second agenda involved training for government lawyers on various presentations and discussions. The third agenda was to evaluate how the Office of the Solicitor General, in collaboration with various government institutions, has managed and coordinated the handling of domestic and international claims and arbitration cases.
Since 2020, the Office of the Solicitor General has been organizing training sessions for government lawyers to enhance knowledge and skills in various complex areas of their work, aiming to increase efficiency and professionalism in their daily duties. In 2024, a total of 500 lawyers from all ministries nationwide, the Office of the Attorney General, the Office of the Attorney General Zanzibar, public institutions, the Office of the National Prosecutor, government agencies, public corporations, regulatory authorities, and various colleges across the country have participated.
